Comprehensive Rural Development Programme 

The Free State Department of Agriculture and Rural Development is responsible for the coordination and implementation of the Comprehensive Rural Development Programme (CRDP) throughout the Free State Province. The CRDP is a strategy in the fight against poverty, hunger, unemployment, and lack of development in rural areas. It is focused on enabling rural people to take control of their destiny, with the support from government, and thereby dealing effectively with rural poverty through the optimal use and management of natural resources.

This will be achieved through a co-ordinated and integrated broad-based agrarian transformation as well as the strategic investment in economic and social infrastructure that will benefit the entire rural communities. The programme will be successful when it becomes apparent that “sustainable and vibrant rural communities” are succeeding throughout South Africa. In the Maluti-a-Phofung Local Municipality, the Comprehensive Rural Development Program has been implemented in Diyatalawa and Kgolokoeng. The Department began to revitalise and revamp the old infrastructure and created new economic, social, public amenities in villages and small towns.

The two communities have benefitted from the construction of 50 housing units with VIP toilets, crèche, school and sporting facilities. The provincial Department of Agriculture and Rural Development (DARD) is engaging with Eskom to install power in support of planned agri-business activities for the farm. These are a chicken house, dairy farming an apple orchard, beef farming and tourism. DARD further provided the community with 450 beef and dairy cattle in addition to the 80 cattle that suffered from brucellosis. A new school (Majweng Farm Schools) with 12 classrooms has been completed, with solar electricity and water supply. The school’s performance was reported to be satisfactory and has adequate support from the Provincial Education District. The district provided computers and a printer for the farm school. There is a need to install burglar bars to curb theft of the computers.

Ten vegetable tunnels were installed in Makgolokoeng during 67 minutes of charity work on Mandela day. This project initially created work for 15 beneficiaries, all women. A cooperative Bakery project started in 2001 where 11 youth registered as members of the cooperative. The project supplies bread to the community and to 8 local schools on a regular basis. The community had an old crèche which was converted from a stable. However, the community now has a new pre-school with 8 classrooms. The pre-school will serve as feeder school for schools in the neighbouring communities. The Comprehensive Rural Development Programme builds on the previous Integrated Sustainable Rural Development Programme.

Integrated Sustainable Rural Development Programme

The President of the Republic of South Africa declared Maluti-a-Phofung (QwaQwa) municipality a nodal point. It was declared because of high level of poverty. The ISRDS programme embraces a vision to create; ”socially cohesive and stable communities with viable economies and universal access to social amenities, able to attract skilled an knowledgeable people, equipped to contribute to their own and the nation’s growth and development.”

The strategic intent of the ISRDS is to transform Rural South Africa into an economical viable and socially stable and harmonious sector that makes significant contribution to the nation’s GDP. The strategy will benefit the rural communities in general, and particular efforts will be made to target women, youth and the disabled.
